What Would Make Nigerian Students Recommend Bode George As The Africa Leadership Award.

If what I just read is true then It would be a good question to ask the  National Association Of Nigerian students (NANS) why they nominated him? Hey not like I got beef for him but is he the only candidate they saw that has all round clean records? He (Bode George) has just been awarded the Africa Leadership Award by the All Africa Student Union. 
For those who may not know Bode George, He is  PDP ( a political party in Nigeria) Who was convicted  and sent to Kirikiri maximum security prison in 2009 for abuse of Office. and needless I remind us that upon release, he was treated by his party compatriots like the "Joseph "and a service held in honour of his release. One important thing that happened that day was the reverend sermon who tactfully rebuked not only him but also other errant officers. He did the sandwiched approach and asked Bode George to see his release as an opportunity by God to give him a second chance

Now my question is, what is/are the prerequisites for such an award?
